БългарскиEU: Issuance Is Not Tied to Publication in the Official Journal
The European Commission explains that new national coin sides are published in several batches throughout the year. The deciding factors are the order in which submissions are made for approval, the issue date and the workload of the relevant departments. Member states may issue their commemorative coins independently of publication in the Official Journal. As a result, a €2 commemorative coin may already be in circulation even though the official entry has not yet been published.
