Issue occasion

The commemorative coin marks the 50th anniversary of the signing of the Treaty of Rome (Vertrag von Rom) by the six founding members on 25 March 1957. The design shows the signed treaty document in front of the star-shaped paving of Piazza del Campidoglio in Rome, designed by Michelangelo, as well as the inscription “Europa” and twelve stars. On the Luxembourg issue, the portrait of Grand Duke Henri overlays the left side of the design as a tilt effect.

The design
The coin depicts at its centre the treaty document signed by the six founding members against the background of the star-shaped paving of Piazza del Campidoglio in Rome, designed by Michelangelo, where the treaty was signed on 25 March 1957. Directly above the treaty document, the word “Europa” is inscribed in the respective language. The inscriptions above and below the overall design give the reason for issue and the issuing country in the respective language version(s), as well as the year 2007. The outer ring of the coin bears the twelve stars of the European Union.
Background on the topic
The “Treaties of Rome” (Römischen Verträgen) refers to two separate agreements: the Treaty establishing the European Economic Community (EWG) and the Treaty establishing the European Atomic Energy Community (Euratom). The signatories were Belgium, Bundesrepublik Deutschland, France, Italy, Luxembourg and the Netherlands. The treaties entered into force at the beginning of 1958.

The EEC was intended to integrate the economies of the participating states more closely. Its provisions included in particular a customs union, a common market and the gradual removal of obstacles to the movement of goods, persons, services and capital. Common rules and institutions were also established for areas such as agriculture, trade and competition. Euratom, by contrast, was intended to promote cooperation in the peaceful use of nuclear energy, coordinate research and support a common supply policy.

The treaties built on the European Coal and Steel Community (Europäische Gemeinschaft für Kohle und Stahl), founded in 1951. Following the failure of more ambitious plans for a European Defence Community, integration focused more strongly on economic cooperation. The new Communities were prepared, among other things, by the Messina Conference and a report by a working group headed by the Belgian politician Paul-Henri Spaak. The EEC later developed into the European Community; its structures and legal foundations were incorporated into today’s European Union. Euratom continues to exist on its own treaty basis.

The site of the signing is located on the Kapitol, one of the historic hills of Rome. The ceremony took place at the Palazzo dei Conservatori, which today forms part of the Capitoline Museums. The square is also defined by the Palazzo Senatorio, the seat of the Roman city administration. The architectural reorganisation of the Kapitol was based on designs by Michelangelo; however, the characteristic paving was not laid until the 20th century.

The coin issue emphasised the euro-area countries’ shared connection with the creation of the European Communities. It was the first joint 2-euro commemorative issue of the countries that were then part of the euro area. As an exception, these countries were permitted to issue an additional national commemorative coin alongside it.
