Issue occasion

The commemorative coin is dedicated to sustainable development and the 17 goals of Agenda 2030. The design shows the planet Earth, framed by the Portuguese inscription “Desenvolvimento Sustentável”. A branch-like series of 17 pairs of leaves, arranged in triangles in reference to the universal recycling symbol, symbolises the sustainability goals; the Portuguese coat of arms is also depicted.

The design
The coin design shows a depiction of the planet Earth, framed by the Portuguese inscription “Desenvolvimento Sustentável” (“Sustainable Development”). A branch-like row of 17 pairs of leaves decorates the left and upper edges of the design. The leaves are arranged in triangles in reference to the universal recycling symbol and symbolize the 17 Sustainable Development Goals of Agenda 2030. At the lower and right edges of the design are the issuing country “Portugal”, the country’s national coat of arms, the year, and the mintmark “Casa da Moeda”, with the name of the coin designer below. The twelve stars of the European flag are depicted on the coin’s outer ring.
Background on the topic
The concept of sustainable development refers to a political guiding principle that combines economic development, social participation and the protection of natural resources. It became particularly widespread internationally through the report published in 1987 by the World Commission on Environment and Development (Weltkommission für Umwelt und Entwicklung). In it, sustainability was described as development that meets the needs of the present without jeopardising the ability of future generations to meet their own needs. Since the United Nations Conference on Environment and Development in Rio de Janeiro in 1992, this concept has been one of the foundations of international environmental and development policy.

Agenda 2030 was adopted on 25 September 2015 by the United Nations General Assembly under the title “Transforming our world”. It replaced the Millennium Development Goals, which applied until 2015. Unlike those goals, it is not primarily aimed at developing and emerging countries, but at all states. Its approach combines tasks such as poverty reduction, food security, health and education with gender equality, decent work, climate protection, the preservation of ecosystems, and peaceful societies governed by the rule of law.

The goals are specified by 169 targets. However, they do not constitute a legally binding treaty under international law. Instead, the Member States are responsible for incorporating the provisions into national strategies and policy measures. Progress is recorded using internationally agreed indicators and regularly reviewed within the framework of the United Nations. The principle applies that particularly disadvantaged people and groups must not be left behind.

The European Union and its Member States have also incorporated implementation into various policy areas. These include climate and energy policy, resource use, social rights, development cooperation and sustainable finance. Conflicts may arise between individual goals, for example between economic growth, raw material consumption and climate protection.

The year of issue 2025 coincides with the tenth anniversary of the adoption of Agenda 2030. This temporal connection explains the choice of theme: the coin commemorates the beginning of the international work programme oriented towards the year 2030, five years before the end of its designated timeframe.
