Issue occasion

The coin commemorates the World Scouting and youth movements on the occasion of the 16th World Scout Moot, which promote cultural exchange, mutual understanding and friendship. At the centre is a stylised fleur-de-lis as a universal symbol of Scouting, surrounded by the Portuguese versions “Sempre alerta. Sempre pronto” of the motto “Be Prepared”. The design is complemented by the artist’s name, the year, “Portugal”, the Portuguese coat of arms and the mint mark “Casa da Moeda”.

The design
In 2025, the 16th World Scout Moot will take place in Portugal, bringing together Scouts aged between 18 and 25 from around the world to learn from one another and acquire new skills. On this occasion, the coin pays tribute to the global Scouting and youth movements that promote cultural exchange, mutual understanding and friendship.

The coin’s design features a stylized fleur-de-lis in the centre, the most universal symbol of Scouting, framed by several inscriptions: at the top of the design are the two Portuguese translations “Always alert. Always ready” of Baden-Powell’s motto “Be Prepared”, used by the two major Scouting associations in Portugal. The artist’s name is engraved on the left, while the year and the issuing country “Portugal” are shown at the bottom; on the right are Portugal’s national coat of arms and, next to it, the mint mark “Casa da Moeda”.

The outer ring of the coin bears the twelve stars of the European flag.
Background on the topic
The Scout movement emerged at the beginning of the 20th century on the initiative of the British officer Robert Baden-Powell. After a trial camp on Brownsea Island in 1907, he published the handbook “Scouting for Boys” in 1908. In it, he combined experiences in nature, practical skills, personal responsibility and community tasks. The concept, initially developed for boys, quickly gave rise to organisations in numerous countries. A parallel Girl Guide movement emerged, whose development was initially supported by Baden-Powell’s sister Agnes and later by his wife Olave.

A World Conference was held in 1920 for the purpose of international cooperation, from which the present-day World Organization of the Scout Movement emerged. It is the worldwide umbrella organisation for a large proportion of national Scout organisations. Girl Guides have their own international association structures alongside it. The movement is diverse in terms of denomination and organisation; depending on the country, its groups operate independently, are affiliated with religious bodies or work together in national federations.

A World Scout Moot is an international gathering for young adults. The term “Moot” originally referred to an assembly or consultation. The first gathering of this kind took place in Switzerland in 1931. Unlike a World Scout Jamboree, which is aimed primarily at younger participants, the Moot focuses on older age groups. The programme usually includes community projects, outdoor activities, discussions and encounters with the population of the host country.

In Portugal, there are two major Scout organisations: the non-denominational Associação dos Escoteiros de Portugal and the Catholic Corpo Nacional de Escutas. Through the Portuguese Scout Federation, both belong to the international organisational structure, but use different Portuguese versions of the Scout motto. The coin design thus also reflects the organisational diversity of Scouting in Portugal. The occasion for the issue was Portugal’s role as host of a worldwide gathering; the coin also places this event within the more than one-hundred-year history of the international Scout movement.
