Issue occasion

The commemorative coin commemorates the 170th anniversary of the founding of the Italian National Police. The design shows a male and a female member of the “Polizia di Stato” in front of a police car. Above them, “POLIZIA DI STATO” is inscribed in a semicircle; the acronym “RI”, the mint mark of the Rome Mint “R”, the initials of the coin designer Annalisa Masini “AM”, and the years “1852” and “2022” are also shown.

The design
The coin design depicts two members of the “Polizia di Stato” (Italian National Police), a man and a woman, standing in front of a police car. Above them is the semicircular inscription “POLIZIA DI STATO”, the acronym of the Italian Republic “RI” on the right, the letter “R” on the left as the mark of the Rome Mint, the initials “AM” of the coin designer Annalisa Masini below, and the years “1852” and “2022” at the bottom right.

The twelve stars of the European flag are depicted on the coin’s outer ring.
Background on the topic
The historical reference to 1852 does not point directly to today’s police organization, but rather to one of its institutional predecessors. At that time, the “Corpo delle Guardie di Pubblica Sicurezza” was established in the Kingdom of Sardinia-Piedmont. Its task was to ensure public safety and enforce state regulations. The reorganization took place during the Risorgimento, when Sardinia-Piedmont modernized its administration and later assumed a central role in the unification of Italy.

After the establishment of the Kingdom of Italy in 1861, state police structures were gradually extended to the new national territory. Their organization, designation and legal status changed several times thereafter. The development of the police was closely linked to Italy’s political upheavals: the creation of a unified state, the fascist dictatorship, the transition to the republic and the democratic reorganization after the Second World War.

Polizia di Stato acquired its present form through a reform in 1981. It was reorganized as a civilian police authority and placed under the Ministry of the Interior. The reform also regulated the employees’ trade union representation and integrated women and men into the same career paths. Before that, a separate female police corps had existed since 1959. The depiction of both genders therefore also refers to the authority’s current personnel structure.

Polizia di Stato operates nationwide. Its fields of work include crime prevention, combating crime and specialized tasks relating, for example, to road traffic, railways, borders and communications technology. Italy also has other police forces, in particular the militarily organized Carabinieri and the Guardia di Finanza, which is responsible for financial and customs matters.

With the anniversary, Italy is linking itself to the official tradition of state public security since 1852. The coin therefore commemorates not only a single founding event, but also the transformation from a monarchical security organization into the civilian police force of the republic.
