Background on the topic
Resolution 1325 was unanimously adopted by the United Nations Security Council on 31 October 2000. It was the first resolution of this body to explicitly address the connection between armed conflicts, gender relations and peace policy. It was preceded by long-standing demands from women’s organizations and international agreements, including the Beijing Platform for Action (Aktionsplattform der Weltfrauenkonferenz von Peking) of 1995.
The Security Council noted that women and girls are affected by wars and displacement in particular ways, for example through sexual violence. At the same time, it emphasized that women must not be regarded solely as persons in need of protection, but should be involved in conflict prevention, peace negotiations, reconstruction and political decision-making. Among other things, the resolution calls on UN Member States to increase the proportion of women in national and international institutions, prevent gender-based violence and prosecute such offences. Peacekeeping missions and humanitarian programmes should also take into account the different experiences of women and men.
The UN agenda “Women, Peace and Security” that emerged from this is often divided into four areas: participation, protection, prevention, and emergency relief and reconstruction. Subsequent resolutions supplemented these provisions, particularly with regard to addressing sexual violence in conflicts. Many states developed national action plans to implement the objectives in foreign, security and development policy.
The women depicted are not portraits of specific historical persons. They represent women of different origins and their various roles in conflicts and peace processes.
Malta adopted a national action plan to implement the agenda for the period from 2020 to 2024. In addition, in 2022 the country was elected as a non-permanent member of the United Nations Security Council for 2023 and 2024. The coin issue is therefore also connected with Malta’s engagement at the time with multilateral security policy and the implementation of this UN agenda.
